Procurement Coordinator

KEY RESPONSIBILITIES:

We are currently responding to the high influx of refugees and migrants through Croatia. We are active in Opatovac transit camp and will soon be moving our activities to the new location at Slavonski Brod.

We are looking for a Procurement coordinator to be based in Slavonski Brod, with the following experience and skills:

  • Croatian working permit. Ability to relocate within the country if required.
  • Proficient in written and spoken English
  • Proven prior experience in logistics and procurement management in the NGO or private sector, within complex/large scale country programmes and in emergency response/humanitarian environments
  • Proven experience in all technical areas of logistics operations especially in procurement, and preferably in transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
  • Experience in humanitarian response especially in terms of emergency procurement in support of Child protection support activities, Non Food Items sourcing or Shelter items sourcing projects or relevant areas in the private sector.
  • Experience of working in small units but with the capacity to scale up and down according to needs
  • Ability to synthesise and analyse information, and make clear, informed decisions
  • Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Willingness and ability to learn and adapt fast in new environments, positive and supportive attitude, able to manage workload stress.

As a Procurement Coordinator, your responsibilities will include:

  • Carry out all local purchases as supplied in the form of authorized, correctly completed, & intelligible Procurement Requests.
  • Liaise with Save the Children HQ procurement department and follow up on procurement processes that are required to be carried out through international procurement process.
  • When required, visit Zagreb in order to assess market, liaise and negotiate with suppliers and service providers or to carry out any other procurement related task for sourcing items requiring Capital level procurement.
  • Guide programs’ staff through the procurement request and tracking process, explaining our requirements and managing expectations.
  • Process all procurement requests, allocating numbers and indicating purchasing method as indicated by Save the Children procurement policies and country procedures.
  • Obtain written quotes from suppliers or service providers and negotiate pricing in a transparent and fully documented manner
  • Create and menatin proffessional relationships with suppliers and service providers, ensuring transparency and working in Save the Children best interests and under our Code of Conduct at all times.
  • Responsible for ensuring due consideration is given to delivery scheduling and conditions including guarantees, packing, transportation, quality, penalities and returns policy.
  • Check accuracy and process payment requests together with all necessary supporting documentation to finance, tracking to ensure payment is made on time to the supplier.
  • Ensure all procurement processes are entered, followed up and maintained in the Procurement Tracking System.
  • To take responsibility for a variety of technical and administrative duties involving the processing, filing of Save the Children logistics purchasing and supply documentation.
  • Maintain chronological, categorised paper & electronic records of all procurement processes.
  • Analyse the data in the Procurement Tracking sheet as directed by the Logistics Manager.
  • Make regular market assessments and surveys as requested by the Logistics Manager.
  • Respond flexibly to changing program needs, reprioritising tasks in a logical, sensible way and in coordination/consultation with the Logistics Manager and Program teams.
  • Show willingness and enthusiasm to be helpful and supportive to program and other staff, reacting to changing situation with a positive approach.
