HR Manager
We are currently responding to the high influx of refugees and migrants through Croatia where we are active in Slavonski Brod registering transit camp.
Centre for peace Osijek in cooperation with Save the Children are looking for a skilled HR Manager to be based in Slavonski Brod, with the following experience:
• Applicants must be Croatian nationals, or holders of a work visa and resident’s permit.
• Ability to relocate within the country if required.
• Excellent oral and written communication skills in English and Croatian
• A minimum of 5 years of management experience in a corporate or an NGO environment, including experience in the development and implementation of strategic and operational HR plans through a number of planning cycles
• University degree, preferably in HR
• Solid knowledge of local labor practices and legal requirements
• Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and emergency contexts
• Demonstrated credibility with colleagues and stakeholders at all levels of an organization
• Strong interpersonal skills with the ability to lead during through periods of change
• Leadership skills, including the ability to supervise, delegate, coach and mentor both individuals and teams.
• Analytical, with demonstrated ability to make difficult decisions
• A commitment to the aims and objectives of Save the Children.
• Able to carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children in accordance with the Child Safeguarding Policy.
As the HR Manager, your responsibilities will include:
Strategic Partner
• Manage all aspects of Human Resources activities within Croatia and ensure the effective delivery of support and HR services to staff throughout the Croatia Country Office
• Work closely with the Senior Management Team to develop strategic roles and policies
• Ensure the provision of good quality, appropriate and clearly communicated advice to line managers on all aspects of the HR function
Human Resource management
• Oversee the recruitment, selection, placement, induction and debriefing of staff and ensure that best practice of recruitment and selection policy and practice is implemented
• Ensure hiring practices are fair, equitable and consistent and comply with local regulations, and SCI Recruitment Principles.
• Understand current and anticipate future staffing needs, build pools of ready candidates through internal succession planning and external market knowledge. Work closely with recruiting managers to ensure right job descriptions, grading, and timing for recruiting
• Be the HR lead for the emergency response ensuring that the HR aspects are observed according to best practice HR standards and comply with legal regulations and SCI policies.
• Ensure design and management of competitive and appropriate compensation and benefit policies for all employees, including short term and/or contract employees in emergencies
• Maintain updated information on staff salaries, allowances and income-tax calculations and ensuring compliance with current laws and regulations
Employee Relations and Development
• Manage the overall Employee Relations for the organization
• Ensure that staff and associates are aware of and adhere to the Child Safeguarding Policies
• Provide assistance and guidance to senior management staff to identify trends in employee
relations issues and work with them to rectify issues
• Work closely with SMT and other management staff to manage and coordinate grievance management and disciplinary proceedings and recommend appropriate actions
• Advise Team leader on appropriate actions for prevention and response to any legal issue arising out of Save the Children’s work or employment, coordinate actions with legal
Administration
• Supervise administrative function to ensure the smooth import of capital assets, internal staff travel, monitor visa process for expatriate staff and liaison with the Government of Croatia
