On March 29, the Ombudsman submitted a new annual report to the Croatian Parliament. The Ombudsman's report for 2023 provides an analysis and assessment of the state of human rights in Croatia, as well as 147 recommendations.

The Ombudsman also dealt with the issue of unpaid work for the common good, which was pointed out to her by the Centre for Peace, Nonviolence and Human Rights - Osijek and the Centre for Peace Studies.

Work for the common good without compensation, as prescribed by the Social Welfare Act, is a violation of human rights guaranteed by the Constitution of the Republic of Croatia and international documents.

In addition, the conditioning of receiving cash social assistance in the state, which is defined by the constitution as social issues from a constitutional and human rights perspective. This practice can be described as forced or compulsory labor, which is unconstitutional in view of guaranteed human rights.

In December 2023, the Centre for Peace  and the Center for Peace Studies proposed to the Constitutional Court an assessment of the compatibility of the Social Welfare Act with the Constitution of the Republic of Croatia.
