On 8–9 October 2026, the kick-off meeting of Pathways to Participation: Civic Integration and Democratic Engagement of Ukrainian Adults in Europe took place, bringing together partners from Croatia and Czechia to strengthen civic participation and democratic inclusion among displaced Ukrainian adults.

The project is implemented by the Centre for Peace, Nonviolence and Human Rights – Osijek, Svitlo z.s. from Prague, and Udruga Svoja from Zagreb. It will run from September 2026 to December 2027.

While displaced people have access to legal protection and essential services, they often lack practical knowledge of how institutions in their host countries function and how they can actively participate in democratic life. The project addresses this challenge by creating opportunities for learning, participation, and more meaningful involvement in local communities.

Through the development of a practical Civic Participation Toolkit, pilot activities in Osijek, Zagreb, and Prague, and training for adult educators and civil society practitioners, the project will support a better understanding of democratic institutions, strengthen civic competences, and encourage active participation in decision-making processes.

The aim is to move beyond integration approaches focused primarily on information about rights and services and towards an approach that recognises displaced people as active participants in civic and democratic life.
